It starts early. Children soon learn that the teachers questions are more important than theirs.It need not happen at all if students questions and answers were made a priority and the teachers role was seen as one of challenging misconceptions and extending understanding.

Reflect on the endless skeptical question asking of a two year old.
When you lose the art of questioning learning goes with it.
